Parking Lot Operating Rules
- The Parking Lot is located on the private property of VŠE (hereinafter the “Parking Lot”).
- The operator of the Parking Lot is Vysoká škola ekonomická v Praze, nám. W. Churchilla 4, 130 67 Praha 3, Company ID 61384399, VAT ID CZ61384399, (the Prague University of Economics and Business, VŠE) represented by the Facilities Management Department of VŠE in Prague (SUZ VSE), with its registered office at Jeseniova 2769/208, 130 00 Prague 3 (hereinafter the “Operator”).
- The User is understood to be the driver of a motor vehicle moving within the Parking Lot area and, where it follows from the nature of the matter, also the passenger of such a driver.
- In the short‑term parking regime, it is possible to park motor vehicles of SUZ VŠE suppliers and visitors who need to enter the Jarov campus to fulfill a contractual obligation or make a visit. Short‑term parking is arranged at the relevant VŠE workplace within the Jarov dormitory campus. Visitor parking is only possible from 7:00 to 22:00.
- Parking of vans and buses is, for capacity reasons, possible only upon individual agreement.
- By entering the Parking Lot, the User consents to the provisions of these Parking Lot Operating Rules and undertakes to comply with them. Drivers of motor vehicles moving within the Parking Lot declare that they are the operators or authorized holders of these motor vehicles. The maximum permitted speed in the Parking Lot is 20 km/h.
- The area designated for parking (hereinafter the “Parking Area”) is located in the Parking Lot, when viewed from the entrance barrier, on the right side of the street where vehicles park diagonally, further on the left side of the street where vehicles park on the roadway in a single row parallel to the sidewalk; furthermore, the area between blocks A and B of the Palach Dormitory is designated for parking, where vehicles park around the perimeter of the area perpendicular with the front parts of the vehicles facing the buildings. The center of the area between blocks A and B of the Palach Dormitory, the area where waste containers are located, and the areas where entrances and rear entrances to the dormitories are located are excluded from the Parking Area. Sidewalks are not part of the Parking Area. Grass areas are not part of the Parking Area. Curbs painted yellow mark parking-prohibited areas.
- Only motor vehicles with a valid license plate, whose technical condition fully complies with the conditions for operation on roads under the relevant legal regulations, may enter the Parking Lot.
- The Parking Lot is owned by the Operator, and any movement of motor vehicles on it is possible only in accordance with the conditions of these Parking Lot Operating Rules.
- The Parking Lot is subject to a fee. The parking fee, i.e., the payment for the short‑term rental of a parking space, is always paid in advance. The price list, which is an integral part of these Parking Lot Operating Rules, is provided in the appendix (below).
- The User is entitled to park in the Parking Lot only upon presentation of a valid reservation.
- The parking reservation must contain true, complete, and accurate data on which the Operator may rely when assessing the parking request.
- The Applicant/User is obliged, at the Operator’s request, to present the registration certificate of the motor vehicle and trailer (the so‑called small technical certificate), an identity document (identity card or passport), a driving licence, and, where applicable, other documents to verify whether the Applicant/User is authorized to handle the motor vehicle for which the parking request was submitted.
- The Operator reserves the right to reject a parking request without giving a reason.
- At the entrance and exit of the Parking Lot, there are barriers that open with a chip identification card or a valid license plate number from the parking registration. The readers, which are located in black plastic housings on stands in front of the barriers, are contactless, so it is sufficient to bring or place the chip card close to the reader from any side. Each of the two stands in front of the barriers is also equipped with a microphone connected to the Parking Lot staff. In case of problems with the chip card, the User may contact the Parking Lot staff by pressing the button on the stand, who, after verifying the User’s identity, may open the barrier remotely. The reader and communication device are activated only if a vehicle is positioned at the stand. The entire entrance area is monitored by a camera system. The User acknowledges that the barrier closes immediately after each passing motor vehicle – simultaneous entry of two motor vehicles is strictly prohibited and may result in damage to the motor vehicles and the Parking Lot technical equipment, including the barriers.
- Any vehicle in the Parking Lot without a valid reservation may be fitted with a technical device that prevents the vehicle from leaving (hereinafter, a “wheel clamp”). A request to remove the wheel clamp may be made at the phone number indicated on the clamp, only on working days from 9:00 to 15:00, and after payment of a fine of CZK 5,000.
- After the wheel clamp is placed on the vehicle, a Warning Sticker (see Appendix No. 3) will be placed on the driver’s door.
- In the following cases, the Operator may cancel the User’s parking permit:
- non‑payment of the parking fee, or non‑payment of the setup fee, or refundable deposit
- the person ceases to meet the conditions for the parking permit, e.g., moves to a dormitory outside Jarov
- allowing entry or exit to another vehicle other than the one for which the parking permit was issued
- providing untrue, incomplete, or inaccurate data in the parking request
- polluting the Parking Lot
- damaging the entrance equipment (barriers, cameras, stands, posts), other equipment, the Parking Area surface, or damaging the surrounding greenery of the Parking Lot
- unauthorized manipulation with the entrance equipment (e.g., forcibly lifting the barrier), which may lead to damage to the equipment or a change in its functionality
- the vehicle is parked outside the Parking Area
- the vehicle obstructs traffic in the Parking Lot
- the vehicle is deregistered from the vehicle register
- the vehicle is clearly unfit for operation
- the vehicle has leaks of operating fluids or other technical defects
The User will be informed about the cancellation of the parking permit (by e‑mail and/or by phone) and will be given a time limit to remove the vehicle from the Parking Lot. A motor vehicle whose parking permit has been canceled and which has not been removed from the Parking Lot within the specified time limit may be towed away and returned to the owner only after payment of a handling fee of CZK 5,000, towing costs, and, where applicable, other costs, compensation for damages, or fees.
- In the event of allowing entry or exit to another vehicle (other than the one for which the parking permit was issued), providing untrue, incomplete, or inaccurate data in the parking request, or in the event of failure to notify changes in recorded data, the User is obliged to pay the Operator a contractual penalty of CZK 5,000. The Operator is entitled to exercise a lien on the User’s vehicle located in the Parking Lot on the day this right is exercised.
- Entry and parking of motor vehicles with leaks of operating fluids or with other technical defects is prohibited. In the event of damage caused by the poor technical condition of the motor vehicle and/or leakage of operating fluids from the vehicle, the User is obliged to pay the Operator a contractual penalty of CZK 5,000 and compensate the damage caused, i.e., the costs incurred by the Operator for cleaning and restoring the Parking Lot to its original condition. The Operator is entitled to exercise a lien on the User’s vehicle located in the Parking Lot on the day this right is exercised.
- In the event of damage to the entrance equipment (barriers, cameras, stands, posts, railings, ) or Parking Lot equipment by the User, or in the event of unauthorized manipulation with the entrance equipment (e.g. forcibly lifting the barrier), which may lead to damage to the equipment or a change in its functionality, the User is obliged to pay the Operator a contractual penalty of CZK 5,000 and compensate the damage caused, i.e. the costs incurred by the Operator for repair. The Operator is entitled to exercise a lien on the User’s vehicle located in the Parking Lot on the day this right is exercised.
- A motor vehicle obstructing traffic in the Parking Lot during events such as VŠEFEST, Rector’s Day, etc., may be towed away and returned to the owner only after payment of a handling fee of CZK 5,000, towing costs, and, where applicable, other costs, compensation for damages, or fees.
- In the event of unauthorized use of the Parking Lot and any other breach of the Parking Lot Operating Rules, the User is obliged to pay the Operator a contractual penalty of CZK 5,000. The Operator is entitled to exercise a lien on the User’s vehicle located in the Parking Lot on the day this right is exercised.
- The Operator is entitled to exercise a lien (see above) to secure its claims against Users and, for this purpose, to use a wheel clamp on parked motor vehicles. The User will be allowed to leave the Parking Lot with the vehicle only after the damage has been compensated and other claims of the Operator have been paid, or, if it is not possible to determine the amount of damage, only after a damage report has been drawn up with the User’s commitment to compensate for the determined damage.
- No persons, animals, or substances that may cause damage to the Operator or third parties or otherwise disrupt the proper use of the Parking Lot may remain in parked motor vehicles after parking.
- Persons moving within the Parking Lot area are responsible for any harm they cause to the Operator or third parties by their actions.
- The User acknowledges that the Parking Lot is not guarded; i.e., motor vehicles parked here are not professionally monitored by staff or technical security. The Operator therefore does not assume any liability for parked motor vehicles, including loss or damage to items left in them by the User, and is therefore not liable for damage incurred during the parking of the vehicle. In this respect, the Operator points out that parking a vehicle in the immediate vicinity of the sports ground (small football pitch) is associated with the risk of damage to the vehicle by a kicked ball or in any other way that may occur during activities carried out on this sports ground.
- These Parking Lot Operating Rules enter into force on May 4, 2026.
